Spotlight camera will not reconnect to wifi

I allowed the battery to drain to nothing on one of my spotlight cameras. After charging, the camera will not reconnect. The light on the bottom of the camera flashes blue. I have restarted my router, my modem, deleted the app from my phone, then restarted phone and again loaded the app and tried to set the camera back to factory settings. Nothing has worked. My other two cameras work fine.
