Ring Spotlight Cam thinks its plug into mains but its on solar

Hi. My Ring Spotlight Cam is connected to the Solar Panel but the Rin app thinks it is plug into the mains and the battery doesnt charge. It is on battery mode in the settings but the battery indicator shows a full battery whereas the device health states 33% (Currently)
I have rebooted the camera several times. I have disconnected and reconnected the Solar Panel and rest the camera. Any suggestion please as I am unable to keep climbing the ladder to change the battery.
