Ring Doorbell 2nd gen blue light flashing constantly - boot loop?

My 2nd Gen Video Doorbell has recently stopped working. I have tried the factory reset but just get the blue flashing ring constantly. 1 second on, 1 second off. Is my device dead?

Kind of sounds like it.... Call Ring support, they will walk you through trouble-shooting. If you have Ring Plus and it's dead, they will send you a replacement.
