No cloud video recording active at this time?

This is what I am getting on a lot of motion detection, person detection seems to be working fine but not motion detection, why would this happen, I am paying for the subscription service.

I got that a few times after I first subscribed but it’s been good since. Have you tried accessing the videos via the website dashboard?
It could be a server issue and you can check here Ring.com Status for status on their servers.
