I’m connecting a new ring wired doorbell, before i connect the cables it’s showing 9v, but once I hook up the doorbell it drops to 4v and I just get a constant blue light.

I am not an expert but 9v is without load and when you draw current it drops to 4v. IMHO you need a transformer that is more capable and suited to a Ring Wired Doorbell when connected.
