Doorbell Pro Losing Power

I have a brand new Doorbell Pro directly wired to a 16v 30va transformer with no mechanical chime in the circuit. The device will loose power over time until it drops the wifi connection. I checked the voltage at the device and it measured at 17.4v. I have the power pro kit v2 wired in by pass mode to prevent burning out the transformer. Is this normal for the Pro?
