Solar powered outdoor stick cam

Hello, Probably a dumb question, but Is a battery required to operate the plug-in stick up cam when utilizing solar for power supply? The blue light is on to the cam, but I am unable to complete the setup. I tried both solar/battery and plug-in setup. Thanks
