Solar charging of both Spotlight Camera batteries

I have a Spotlight Cam Pro Camera Battery with 2 batteries installed. I purchased the 2nd generation Ring Solar Panel and installed it as the power source for charging. My question is should the solar panel keep BOTH batteries charged without having to remove and wall charge either battery? I’m not seeing that is the case. I charged both batteries fully using 120V power before I installed them. Monitoring the charge on both batteries via the Ring app I see one battery going down to 8% (battery 1). It appears the camera automatically switched to the other battery (battery 2) as it went down to 81% but it(battery 2) has now charged back up to 98%. The lightning bolt was showing on both batteries, but only the second battery appears to have charged. Battery 1 remains at 8% and I’m not seeing the lightning bolt like it’s charging the near-depleted battery 1. It appears to me that the solar panel only charges the one battery (battery 2). It is the middle of the day in full summer sun in Phoenix Arizona and battery 2 is fully charged, but battery 1 remains at 8% with no lightning bolt showing that it’s being charged. What gives???
