I have 2 sensors in the same window and one of them can’t be added

I have two sensors in the same window and I can’t add one of them, both are like 10 feet’s from the range extender. Z-Waves devices supposed to repite themselves as repeaters so if on of them has signal the other one must have too. I have this same problem in 4 windows.
