IOS - No automatic full screen alerts

In IOS (iPadIOS or IOS 13) when "In-App Notifications" is turned off, showing alerts automatically (full screen), does not work. All of the directions say that if "In-App Notifications" is turned off, then it is the same as the old notifications open full screen option. When you turn off "In-App Notifications" , it even brings up a second dialog box asking "Show fullscreen live video when Alerts are received?" Clicking OK turns it off...but then no automatic fullscreen on an iPad or iPhone. Running Ring app version 5.19.0.
