Tightening up Vertical Adjustment on Floodlight Cam

Is the floodlight camera supposed to swivel up and down even when the collar is tightened all the way? I've tightened the collar as much as possible (without stripping the screw), but I can still move the camera up and down with a little force --- much easier to do this than I expected.
