Dog keeps triggering motion alerts on Pan-Tilt indoor cam (set to human-only, lowest sensitivity setting)

Hi, our beagle triggers the motion sensor with even the slightest movement. He would literally be in his bed and tilt his head ever so slightly and that's enough to trigger it. I've set it to trigger for humans only and set the sensitivity to on the lowest possible setting. Am I doing something wrong, and if not, is this a hardware fault or underdeveloped AI failure?
