Alert when not needed and not given when wanted

I get notified when neighbors stroll past my Ring doorbell some 40 to 50 feet away even though they are not in the camera's motion zone. Conversely, I get no notifications from another camera with a fully enabled motion zone. Not more than 20' away workmen are tearing down a fence, exposing my entire back yard to the street and I get nothing in the way of alerts. I can see them moving in the live view and watch them tear down 10 ft sections of 8 ft fence! I've moved the camera to avoid any glare or reflections from inside and still nothing. Does my house need to be broken into before an inside camera picks up movement?
