Why my ring base station 2nd can not pairing?

I bought this device half year ago. But up to now I still can not figure out anyway to connect it success. This is amazing, First,When I charge it the center blue light never on. I thought it is my wifi problem. So I go to check my wifi type is 2.4G or 5.0G. Because I saw someone online say this device is not available for 5.0G wifi. And then I make sure my wifi everything is correct. But still can not connect success. Second step is I try to connect it with my internet cable. But still does not work. It is really strange. How can I make it have internet now? I have tried all the ways I can. I really do not know what I can do.
