ring poe stick up cam fails setup, after going off line

This camera used to work, it went offline a week ago. This is a poe camera, network port is active, ring camera shows power. I have tried, lots of times, powering down, resting, factory reset, removing it completely and trying to add it back. Every time, you hear it say the welcome to set up message, before the message ends another message plays that setup has failed, and it then shows a blinking red light. I am prevented from calling the USA ring support number, get message that it is out of my calling area. Strange since it's just an 800 number.
