Ring doorbell power issues

Hi, I'm experiencing some issues at the moment with my ring video doorbell. I can't get the doorbell charging (tried to add a 25ohm 50watts resistor but nothing changed). Am I doing something wrong? I checked with the multimeter the voltage at the doorbell and I'm getting a consistent 16.41 Vac. What should I change? Thank you in advance!
