How do I test the transformer?

Question

I have a hard wired doorbell and it just stopped charging after a power cut until it went offline completely and now won’t come back on. It fried my circuit breaker so I had to replace that but the doorbell is not coming back on. How do I test the transformer is working? I had it fitted by an electrician 4 years ago so he wired it into my main consumer board. Thanks
