Lights won't turn off no matter what I try.

I am not sure what to do here. A couple weeks ago, my floodlights wouldn't turn off. Even when I turn the lights off on the app, they'll go back on within seconds. It's not a motion detection as I get notifications. I tried rebooting the device both through the app and by holding the button on the device. The only way the light stays off is if I turn off the setting for the lights to go off when motion is detected.
