Can a USB C plug connected to a wall outlet power a Spotlight Cam?

I have a wire that goes from an outlet in my garage to a camera outside (previously a blink camera). I want to replace it with a spotlight cam. It is a USB C male connector. Can a Floodlight or spotlight can be fully powered by a USB C connector?
