I just got a new Samsung S10+ (like yesterday) and I had the same issue: tone and vibrate notification. Here's how I resolved the issue: 1. Go to Settings 2. Go to Notifications 3. Scroll down until you see App Notifications and look for "Ring"; click on this. 4. Show Notifications should stay ON. 5. Click on Motion Notifications 6. Find the Vibrate value and switch it OFF (to the left). 7. That should solve your issue.
