Best way to get timely off-line camera notifications?

I recently had a camera off-line for 3 three weeks and only got 1 notification email. What is the best way to get some kind of instant notification (ideally on a phone) when a camera goes off-line, either due to loss of power or due to loss of Wifi signal? Thanks.
