Solar Panels won't connect to spotlight cameras

I have 2 ring cameras with solar panels. The batteries for both are not charging and the device health screen shows that the panels are not connected. The panels get plenty of sunlight, they are on my roof, it is July in Arizona and there hasn't been a cloud in the sky for weeks so sunlight is not a problem. I have rebooted the cameras and reconnected the panels several times but they still are not connected and not charging. What is going on?
