Outdoor Cam Plus 24/7 recording doesn't turn on linked lights

We recently replaced a Ring Stick-Up Cam with the Outdoor Cam Plus. Originally the Battery model, we have it plugged in now. On the old camera, we had it only record when it detected motion. On the new camera, we have it recording 24/7. When recording 24/7, it alerts us to motion, but does not turn on our linked Ring-compatible lights that are connected via the Ring Bridge. If we turn off the 24/7 recording and set it to motion-sensitive recording, the lights turn on with motion as desired, like the old camera did, so I know we have the linked devices setting for the lights set up correctly. I even reconnected the old Stick-Up Cam, and the lights behaved as expected. The issue appears to be caused by the 24/7 recording mode. So, why does the 24/7 recording mode, which does alert us to motion and people, not turn on the lights that are connected via the Ring Bridge?

      The lights are the "Ring A19 Smart LED Bulb". There are two bulbs in a Light Group connected via the Ring Bridge. I called Ring technical support a couple days ago after posting this, and they said they had to escalate the issue to "Engineering" and I was to expect a callback, which never occurred.
