Notification volume uses ringtone volume

On android oreo, any notification on my ring app comes through my phone at the volume level my ringtone is set to. For example, if my ringtone is set to full volume (100%) and notifications set to low (10%) my ring alerts will blast my phone at full volume, regardless of the fact that everywhere in the settings (both android system and inside ring app) refer to these alerts as “notifications” On the other hand, if my ringtone is set to low (10%) and my notifications on full (100%) I will barely hear the notifications. this does not happen on my older Note5 running the latest version of android Nougat 7.0 August 2018 patch
