How does Ring determine when permits are needed?

When I set up Ring, it told me that I did not need a permit for my area. A false alarm and a $325 bill later says that is wrong. How does Ring determine when a permit is needed? I realize I should have double checked, but then why offer the feature in the first place?

Ring will use the nearest jurisdiction to the address you registered Professional Monitoring with to determine if you require an [Alarm Permit](https://support.ring.com/hc/en-us/articles/115005056686-Ring-Alarm-and-the-Permit-Process).
