Ring Doorbell 2 setup fails (solid white light, no spinner)

Hello, I am trying to set up my Ring Doorbell 2 and when I press the setup button I get nothing but a solid white light. It does not spin as the app suggests and it fails to connect to the device. There is no Ring Wifi available either. The device has both AC power and a fully charged battery. I did a hard reset by holding down the setup button and the issue persists. Any idea what could be causing this? AJ
