Spotlight lights dim/flashing

I have a spotlight cam for the driveway that has the 2 light "bars" on each side of the camera. One side, the lights are very dim and the cover seems cloudy (although it may be diffusion to spread the light) and the other is dim, except the top side of that bar occasionally flashes quickly (this side also has the diffusion on it, I think) What is wrong with my lights? It is not bright enough to see subjects on video at night. Can it be fixed easily or am I forced to buy another spotlight camera. The camera is about 4-5 years old and has been outside the whole time in Wisconsin weather that varies from negative 15 to 100 degrees. I'm guessing that probably is the issue.Thanks
