Spotlight Cam Pro Solar still does not charge after repeated installs

I purchased a two camera set with solar panels and installed the first camera with no issues. The second camera, however...I fully charged the camera batteries prior to install; rebooted the camera several times; have installed the camera about a dozen times; removed and reinstalled the batteries numerous times; and it has charged off the solar panel only once. Where to go from here?
