My camera has a blur on the middle of the lens

It looks like a scratch inside the lens but I’m not sure if my neighbors are pointing a laser so it won’t record at nights

 Look at how this one looks this is the new one and I had the other camera the same way

It is I tryed positioning the camera differently and the same way my neighbor keeps pointing some infrared lights to eat so it won’t record this is my second camera I buy and the other one the Lens was cracked it was a small whole
