Film over lens - not moisture

I have a film on my 1st gen wired floodlight lens. Can’t get it cleaned on the outside. No moisture, maybe dried on inside.Is there anything I can do, is there a kit to replace the lens or do I have to purchase a new one?Is it outdated now?
