Solar floodlight will not detect motion

My solar floodlight won’t detect motion unless I literally wave my hands 6 inches from it. Event history shows it is sometimes detecting motion but it seems sporadic and random when it does. I turned the motion sensitivity up and down and does not seem to be doing much.
