Shared user access

I’ve synced all our devices on my phones. I want to share access to my husband. He is logged into his own account. I sent him access to all devices, he did get an email that stated to accept or deny access press the button below, which is a blue button that says manage. Once he presses that it, there is never an option to accept or deny. Any help would be greatly appreciated.
