Is the ringDB that is wired to the existing bell wiring supposed to charge the internal battery?

When you hardwire your Ring Video Doorbell to a compatible and existing internal chime kit setup that may be there from a previous doorbell install, as long as the voltage is appropriate from the chime kit, you should get a trickle charge on your Doorbell. The hardwiring setup should be able to keep your device charged when hooked up to fully charged, and if not, gives about a 10% trickle charge.
