The Ring app should notify your mobile device as long as you are logged in, your Ring device is online, and your mobile device connection is sufficient. Please ensure there is not a VPN enabled on your mobile device, and check for notification banners in your notification history. In the Ring app, testing out a Live View and checking your Event History are great ways to confirm your Ring device is online.
