But, to me it looks like a food Delivery service. He has a drink and looks like a food bag behind him. Must have went to the house he thought and then checked the mailbox to see the address since no one answered. But, it’s illegal for anyone but the person living there to open the mailbox. This could be reported to the US post office police. Yes there are police who work for the post office. Hope this helps
