Can't set up my own account and purchase cover

My account won’t let me in says below to someone else it does not has all my details including email pass word now I can’t purchase my cover keeps getting to set up which I have done for days and can’t get to speak to any one it lets me sign in email pass word then asks me to set up bell again and again then says ask for account holder to give me permission, but it’s my account

Can some one help cause getting none of anywhere else
