Transformer voltage of 0.XXXXXX V

I have a new transformer that I just installed and I’m getting an output voltage of 0.XXXXXX V. It drops to 0 when I turn off the circuit. I can’t find anything wrong with the wiring. I’m assuming the transformer is bad, but it seems that it should just send out 0 V if that was the case.
