Small Solar Panel not charging Spotlight Cam Pro

Our new Spotlight Cam Pro came with a battery that was about 45% charged. So I put it outdoors, plugged in the Small Solar Panel (which is acknowledges is connected) and have watched the batter level drop over the past three days to 9%.. It's almost like the solar panel is connected but not providing any positive charging for the battery. Any thoughts? I suspect a defective solar panel. For reference, I checked that the panel is clean, pointed directly sun-wards (our property is south facing so the sun is generally overhead much of the time). Thanks
