Ring Chime 2n generation - factory reset not working

Question

Hi. In trying to set up my Ring Chime. I was unable to connect it to the WiFi. I then proceeded ti just forget the device and reinstall. As in going through the process, the green light doesn’t flash. Tried the factory reset, and that is not working… does this mean the device is defective?
