Ring Solar Panel not charging camera

Anyone know what's causing this? I have 2 ring spotlight cameras next to each other so I bought 2 ring solar panels and plugged them in. One camera is receiving the Solar connection and the other camera says Panel connected but not charging. I switched the panels and the camera that a panel was charging still charged it but the other camera still is not. I removed the camera and placed it on the ground with the Solar panel and it began charging it. I put the panel back on the roof with the camera on the side and it stops charging it. Just says Solar panel plugged in. I have no trees and a clear view of sky with both cameras and panels everywhere yet 1 camera just doesn't want to work in that spot next to the other camera? Can having 2 ring spotlight pro cameras next to each other affect the Solar charging?
