Z-wave device control while on cellular backup

Z-wave devices cannot be controlled while internet is down and basestation has switched to cellular backup mode. My internet modem occasionally needs to be power cycled to restore internet access, so being able to manage a Z-wave power switch from the ring app during periods of cellular backup would reduce the amount of cellular data used rather than increasing it. My previous alarm+home automation system (alarm.com) supported this type of Z-wave device management and I was disappointed to learn that Ring does not. I understand that Ring wants to minimize cellular data use/cost, but again allowing this backdoor way to reset a modem would actually reduce cellular data. You could do something like allowing only 5 device commands each time on cellular if this mitigates any concerns.
