Q&A section for non emergency posts in Neighbor section

For my neighbors portion of the app, many get upset at non emergency posts due to a late night notification or other reasons. However, if the power goes out or there are maybe loud noises neighbors might feel spooked and want to ask for clarification! Having a Q&A section within the neighbors app would help plus eliminate any frustration.
