Solar Wall Lights Problem

I have seen this issue posted in the past and it seems It may have never been fixed. I have several solar wall lights and when I have them setup on a dusk to dawn schedule the lights come on dim as expected but never turn bright when they detect motion. The app shows they are detecting motion but none of them ever turn bright. I have reset them and redid the schedule and still the same results. has anyone figured out a work around?
