Ring Transformer will not power lights

Question

Hello I need some help with my ring transformer.  Under device health it is green for online, bridge status online, Bridge to Wifi signal is good transformer to bridge signal is good, firmware 1.8.12-42.  In the app it says the lights are on, however it will not power the line.  I swapped it with another transformer and there are no issues powering the line, so the lights themselves are not the issue.   Has anyone had this problem and know of a solution?
