Dusk light schedule turns on before sunset

I have some of my lights set to come on at dusk. Today they came on around 6pm. Dusk is after sunset and sunset today is at 7:31. Why are lights on a schedule and lowest sensitivity of 0 coming on 1.5 hours before sunset let alone dusk?
