Spot light cam and solar panel

I have a spot light cam connected to a solar panel. All worked great for about a year. Now I keep getting messages that my batteries are low. Yes, we have had some cloudy days but also sunny days. Shouldn't the solar panel charge those batteries back up on a nice bright day?
