Router speed

Unfortunately, in our neighborhood ATT has no fiber and unwilling to install. Max speed download ATT unverse is 14/max speed/ upload 1mbps . Question is probably the answer. Just wanting to install two outdoor cameras. Is there any bypassing the speed requirements. Should probably just make the move to Spectrum as the cost of ATT is ridiculous for low speed.
