spotlight cameras won’t recognize solar panel

I have two spotlight pro cameras and none of them recognize the solar panels attached to them (usb-c). Did factory reset as suggested in community post, but no luck. The solar panels have direct sunlight and they work fine when connect other receivers. Ring app shows it does recognize panels, not sure what to do. Any suggestions?
