Light does not turn on

I am new with ring. We have two outdoor cameras with lights and solar panels. The one on the garage turns on the blue light when approached, but not the viewing lights. In the settings for lights the slide button for Motion-Activated lights is to the right, colored blue, I think on. The brightness is close to Max. The two batteries are 100 and 90%.Why might the viewing light not be turned on when motion is detected?
