Neighbor that constantly posts to quit posting animal related content

We have a neighbor that posts that hates the animal posts on EVERY post with animal content and everyone is getting annoyed and upset. I have flagged as inappropriate on every one but nothing has been done. This person clearly is just trying to disrupt all our neighborhood posts. I have called suppport and they are clueless on what to do. Maybe some here can point me in the right direction.
